Describe the bug
From email - "There were a few types of data used in the tool that I could not identify in the dataset - agricultural value, high school education percent for American Samoa, Guam, the northern Mariana Islands, and the US Virgin Islands and the DOT travel barriers score."
I looked and found that the territory data is not being properly written in general. it only has true false and not the percents or the percentiles.
To Reproduce
Steps to reproduce the behavior:
Go to 'downloads'
Click on 'xls'
Scroll over to 'territories'
See error
Expected behavior
All data should be correctly and properly written to the download files
