As a developer, I want to compare the list of prioritized census block groups to the published list of distressed counties in Appalachian counties , so that I can see how our list matches up. #382

Description The Appalachian Regional Commission (ARC) created a national index of county economic status through a comparison of each county’s averages for three economic indicators—three-year average unemployment rate, per capita market income, and poverty rate—with national averages. The resulting values are summed and averaged to create a composite index value for each county. Each county in the nation is then ranked, based on its composite index value, with higher values indicating higher levels of distress.

It would be helpful to compare the census block groups that are identified as prioritized by the CEJST score to the tracts that are classified as either distressed or at risk by the ARC.

Tasks [ ] Load the list of census tracts from the ARC distressed counties file into the comparison tool (file is attached to this ticket) [ ] Load the list of prioritized census block groups generated by the CEJST score/process [ ] Identify which census tracts from the ARC list that are classified as "distressed" or "at risk" have census block groups in the list of prioritized communities [ ] Produce a report that summarizes how many ARC distressed/at risk tracts contain prioritized census block groups

Definition of "Done" [ ] Report is ready for review by internal stakeholders
