Change 'cusp' threshold to be communities with a cumulative impact score percentile between 70 and 74.9% #394

We think the cusp threshold is too broad and should be reduced.

Note - there is still no official policy decision about the thresholds for prioritized or cusp census block groups. But we feel it's a good idea to reduce the size of the cusp threshold prior to showing the tool to different audiences so that we don't paint the picture that it is likely that a CBG in the 63rd percentile will move to the 75th percentile after an incremental change to the score.
