Generate score for territories #844

While there is a lot of data used by Score L that is not available for territories, we should be able to utilize the 'training and workforce development' portion of the score to determine priority census tracts for territories.

After we implement this, we will have a conversation early next week about whether this makes sense and what next steps are.
