This is a great point and something the UK does really well (at least for services and information aggregated in Gov.UK).
For now, in the Playbook we are going to encourage each Department and Agency to ensure all of their services share a similar style guide, and encourage reuse of style guides across agencies for similar services.
@18f, the U.S. Digital Service and other agencies that have worked on style guides across their agencies are going to convene to discuss if a government-wide style guide is possible and desirable.
All sites developed for the government, regardless of department should have a consistent look, feel and functionality. Once a user becomes familiar with the functionality, they will be able to leverage what they have learned when visiting other government sites.
