OMB M-13-13 acknowledges that there are valid restrictions on the release of information.

I would suggest changing this to have it be fully distributed by default. Instead of "when appropriate", I'd suggest "unless expressly prohibited" with instructions that withholding the information needs to have a citation in law or regulation and that the withholding itself be subject to public review and reversal.

Thank you for the pull request. We are going to keep as is, because the Open Data Policy makes providing open data the default practice. If a project team does not check this box, we hope it will lead to a discussion around why the data is not being made available.
