chore: major update cypress, cypress action, e2e browsers #395

Updates cypress and cypress related things and includes some minor updates of other dependencies. Disabled test isolation which is now default in cypress 12. no need to navigate to about:blank between tests. Re-enabled parallel testing in CI as it seems to be fixed now (no longer running the same tests multiple times)
