feat: adding Ternoa Alphanet #538

Hello,

Ternoa have deployed the contracts-pallet on the Alphanet (testnet) https://polkadot.js.org/apps/?rpc=wss://alphanet.ternoa.com#/contracts

The PR adds the network into test networks
