Catch wand/ImageMagick policy error exception #6

Leave something understandable to the user: Adapt /etc/ImageMagick-7/policy.xml in the following way... or ImageMagick-6, depending on the distribution.

For windows we should tell the user to install ImageMagick and make it available in the path.
