adds pytest docker support for codebeamer API #51

adds codebeamer API in a docker container. Splits tests which require docker containers from regular GitHub CI.

regular CI tests fail on python > 3.6 because of a deprecation warning. Not sure if this is in scope for this ticket.

I see black did some changes to the excel config which I did not work on here. Please resolve as needed. Thanks!
