feat(cli): add `--write-deployments` to the build command

This PR adds the --write-deployments flag to the build command.

Example: cannon build omnibus-base-mainnet-andromeda.toml --keep-alive --write-deployments ./deployments --dry-run --port 8545 --upgrade-from synthetix-omnibus:latest@andromeda --chain-id 8453 --provider-url https://base-rpc.publicnode.com
