update job conf limits #2107

Remove 25 job limit from destinations, this has been in place for testing GPU pulsars.

Increase concurrent job limit for users from 10 to 12. Increase concurrent job limits on the slurm destination from 5 to 6. pulsar-mel2 and pulsar-mel3 do not need to have concurrent job limits for users.
