Update to general name of text field replacing GitHub-specific names
Add home_page.ipynb during startup
Update label and help attributes of the URL text field

Once I have tested this on the EU, I will update the PR for the associated training materials (https://github.com/galaxyproject/training-material/pull/4947) and make a PR for the Galaxy Main.
