Add BWCloud 2024 freiburg_galaxy service user account credentials #1169

  1. New cloud service user account credentials are added to the vault.
  2. I created Jenkins application credentials with this user account, and they were added to Jenkins, and the VGCN-infrastructure Jenkins project was reconfigured to use the new credentials.

Once everything is migrated to the new cloud, all projects using the old cloud credentials need to be updated/reconfigured.
