add a new influxdb user account credentials to the vault. #1211

It was created for the ESG project tasks with read-only permissions on the galaxy database in the influxdb. At the moment, it is given to Martin Demko for their pulsar jobs visualization task in ESG WP4.

The user account was manually created.
