Bring your own file source: Add webdav template and update ansible conf #1279

Wait for the upstream PR to be merged and for this feature to become available: https://github.com/galaxyproject/galaxy/pull/18598.

We need to maintain a copy of ours because of the requirement to set a tmp path for the webdav.

The tmp path is set to /data/jwd04/tmp based on the existing conf from here
