Access to admin page on usegalaxy.no #10

The members of the Web Admin team should be given access to the Admin page in Galaxy.

Espen Robertsen and David Dolan needs to be added as admins to both test and prod, and Kjetil is currently missing admin rights on the test server.

We need the usegalaxy.no user IDs (click User, and let us know the "Logged in as ").

They could be different on the main and test server, depending on the user ID registered with Feide (main) and NeLS-test (test).

And I have sent an email to David asking for his IDs.
