refactor: use compose from uselagoon/lagoon #266

Remove the snowflake docker-compose test stack to use an upstream uselagoon/lagoon make command for better support of a testing stack

Not sure why the lint fails, I haven't changed anything that is complaining about, but I noticed that #260 was working, and is now no longer working. The only change I can see is that the underlying github runner image changed versions so :shrug:

Leave this one alone for now, this won't be merged anytime soon probably because there is an upstream change in uselagoon/lagoon that this depends on that needs to be decided on first.
