Memos with public permissions cannot be accessed with its own link. #3722

Describe the bug

Not being able to access to memos with public permissions with its own link, instead it returns 403: Permission denied.

Steps to reproduce

  1. Go to https://example.com/m/xxxxxxxxxxxxxxxxxx, which has public permissions.
  2. I get 403: Permission denied and see access token not found upper right.

The version of Memos you're using.

v0.22.3
