[SA] Turning on and off `Hide wanted level` never hides wanted stars when the level is zero #108

As per title. I think it should never work like that except in GTA3 and VC. An oversight?

Steps to reproduce

  1. Start a new game or load a save.
  2. Enable Hide wanted level option in Visual -> Checkboxes.
  3. Disable Hide wanted level option.
  4. Start a new game or load a save again.
