Repo Improvements

Cleans up a couple small things around the repo that make it easier to cut releases.

• [x] sync all versions to v0.1.4
• [x] Add husky hooks for building/docs
• [x] split up typechecking from building
• [x] improve caching of gh actions?
• [x] Improve/document(/automate?) release procedure
• [x] Ensure outside contributor's PR's have the correct access for tokens. (Moved to #32 )
• [x] Prep for next release
