Clear, backward-compatible syntax definition for USFM is required.

I recently encountered some strange USFM produced in Paratext that broke my USFM parser. It was something like \v 1\f + \ft note\f*Bible text Note the missing space after the verse number. Until seeing this, and verifying that it was not flagged in any Paratext marker checks, it seems that I now need to adjust my USFM parser to accept this as normal. Is that the desired response?

I would think this should be ruled out as not acceptable unless we actually want to support footnotes on verse numbers. Is that what was intended? Is the footnote about the verse number, versification, or perhaps the verse as a whole? If it is then perhaps it should be allowed, along with \c 1\f + \ft note\f*

The NIV has footnotes on chapter numbers for notes about versification and whole chapters. We currently use \c 1 \p \f + \ft note\f* \v 1 for such footnotes. \c 1\f + \ft note\f* would be a cleaner solution.

In the cases I observed, the footnotes were not supposed to be on or about the verse number. They were all about a phrase at the beginning of the verse.
