Remove unused 'Chapter' model #127

This is not to be confused with the widely used 'Chapters' model. The Chapter model only has 2 fields and does not appear to be used for anything.

(note: the underlying DB table here seems to be used in one place by the membership manager code, but there's no reason that table needs to be reflected here as far as I can tell)

I agree with this, and I think there should be no problem merging it and removing the chapter model. The Chapters model seems to be the base for all things chapter related in the AGAGD.
