Add ability to display tournament pairings from the Tournaments pages #177

During a Dev Meeting it was discussed that the congress site has the ability to parse the XML files from OpenGotha to display on its pages. I am requesting that this be able to be presented when loaded to the page for the individual tournaments as available. Tournaments known to use OpenGotha are: US Open, US Masters, Womens Tournament.

This is very doable -- I'll try to make some time for it soon. Might need to chat more about details when I sit down to plan it out.
