CFR Issues

Hello! My name is Rachel Johns, I'm a product Manager at Fastcase. We have been looking through the CFR XML files and have noticed a few issues. I was hoping you could potentially help us with these?

1. Issue One: Sections Incorrectly Grouped

For Title 47, 90.603-90.1338 all appear to be incorrectly nested under 60.601. Here is how it appears on Fastcase using the Bulk Data:

Issue 2: All Images are missing

As far as we can tell, all of the images are missing on this source. Examples are below.

We are investigating to see if issue 1 above is related to the conversion to XML or the source SGML data. I'll get back to you on this one.

Regarding the images referenced in issue 2, please check out the ZIP file of images available in https://www.govinfo.gov/bulkdata/ECFR/title-49. Each CFR Title folder contains a ZIP file of images. For example in ECFR-title49-graphics.zip, there are images named ec01au91.007.gif and er02fe95.014.gif.

Hi Rachel, I have more information about issue 1.

Please note that the site which is referenced in your message, gov.ecfr.io, is not a Government site that is maintained by GPO/OFR.

The eCFR Government website that maintained by GPO/OFR is www.ecfr.gov, and XML bulk data is available on GPO's govinfo at www.govinfo.gov/bulkdata/ECFR.

Regarding issue 1, the nesting in the XML appears to be correct, but but the hierarchy display seems to be misleading. Here is the XML content structure:

Section “90.601 Scope” is a child node of “Subpart S – Regulations Governing.” Next, at the same level (under Subpart S) is a subgroup titled “Application for Authorizations.” Sections 90.603 through 90.609 are within that subgroup. Similarly, the next subgroup under “Subpart S” is “Policies Governing the Processing”, and that subgroup contains sections 90.613 thru 90.633.

The problem (as shown in the image in your message) seems to be those subgroups are displayed slightly indented relative to Scope (making them appear to be nested under Scope). Those subgroups should not be indented relative to Scope.

Also, as displayed above, the content does not end prematurely at section 90.621.

I spoke to our team about this, and we believe the above is referring to the ECFR? I actually was referring to the CFR Annual Edition, I apologize for the mistake.

Do you know if the same thing applies in that version of the CFR? The data our team has looks like this:

One of the developers wrote:

"You can see how we go from 90.621 straight to Chapter II. That means that the sections up to 90.633 are missing? And the chapters "118 Technical Regulations Regarding" and 119 and 120? From what I can tell, the data after 90.621 has somehow made it into the the "Content" field of 90.621.

E.g. if I search for "Technical Regulations Regarding" I find that string in the Content of 90.621. It looks like this "<SUBJGRP> <p>Technical Regulations Regarding the Use of Frequencies in the 806-824 MHz, 851-869 MHz, 896-901 MHz, and 935-940 MHz Bands</p>"

Or, if I search for "90.633" it shows up in the Content of 90.621 like this: " <SECTION> <SECTNO>§ 90.633</SECTNO>"

I took a look at the original XML file (https://www.govinfo.gov/bulkdata/CFR/2019/title-47/CFR-2019-title47-vol5.xml).

As best I can tell, the issue is with sect. 90.621. It has an EDNOTE that doesn't close in the correct spot. On line 69,451 it opens. It contains revised text of 90.621. I suspect it was intended to be closed at line 69,642. Since it does not close, the next sections (90.623++) end up within the EDNOTE of 90.621.

If it helps, the current closing tag for the EDNOTE on line 69,451 appears to be on line 96,235. If this is correct, the closing SECTION tag for 90.621 would also need to be moved to match.

Could you double check and tell me if I'm missing something?

Essentially it searches for SECTIONs that contain other SECTIONs whose SECTNO doesn't match the parent's `SECTNO'. The full output is here: output-2019.txt
