Work on solutions for hillshade so that it doesn’t visually compete with stream colors (turn off hillshade on default, ?)

turned the hillshade/terrain layer to not be visible on first load. when we implement the layer toggler the user should be able to turn it on as desired. https://github.com/usgs-makerspace/wbeep-viz/pull/445
