Water Use: Provide the high/low numbers needed for each Water Use legend. #646

All of the lows are 0.

Thermo max: 6,583,430 Irrigation max: 5,117,086 Public supply max: 996,981

One caveat is that these are all cfs and I am in the process of converting to mgd. I also have an open question about how big these numbers are for the modeling team. For now, this will work. I will update this with new numbers if/when either of those other ones are done.

Will probably just wait for the real numbers until we hit a crunch time. I think the placeholder we have currently does its job of showing out vision

Updated values:

Thermo max: 2,692 MGD Irrigation max: 2,092 MGD Public supply max: 408 MGD

Technically, there are minimums other than zero that pertain to that smallest dot, but they are also super super tiny. Might be worth just writing a small, non-zero value here. @amrhoades what do you think? Would it be OK to write 0.1, ~0 or something super small like that? It indicates it is greater than zero, but super tiny. Actual mins below.
