Do admin/security code review of existing code to migrate to this project #2

@jpatton-USGS Will you please do an admin/security code review of the existing code at: https://github.com/mhearne-usgs/ted/tree/master

We want to migrate this code out of mhearne's user space to USGS space. The should already be free of any PII or sensitive information, but want a second check and additional pair of eyes for any feedback.

I've looked over every file in the repo, and can't find any admin/security issues. It looks good to go.
