DOCS: Update makedocs.sh to options for updating documentation (default is full rebuild). #1058

makedocs.sh options include

rebuild: full rebuild (default),
update: incremental update,
clean_data: remove temporary data files, and
clean_all: remove all temporary files.

@baagaard-usgs I tried to resolve the conflicts and merge but I appear to have messed it up. Can you rebase this with main and then push the branch again?
