Config.yml requires the FDSNFetcher > domain > circular > latitude/longitude be provided #948

Is your feature request related to a problem? Please describe.

The schema for config.yml requires that the longitude and latitude be defined for DSNFetcher > domain > circular -- even if they aren't used.

Describe the solution you'd like

Make these parameters optional.
