Add Controls to Filter Fires #100

Currently all of the fires appear in a long list separated by year. We would like to add controls that allow the user to filter fires. This should filter the fires on the map as well as in the list.

Filter By:

year (most recent year)
state (all)

All of the options that you can use to filter the list will have an additional option to show "all".

Do not deploy this, it requires more discussion after implementation.
