Implement the follow track in the firehouse.

The follow predicate is implemented but it requires its own set of OAuth parameters in the firehose config file

If a person and keywords are specified in a river then only tweets from that person containing the keywords should go to the river and not all tweets form the user and all tweets matching the keywords which is the case currently.
