Corresponding core changes to the quota additions in the web front end specifically to:

• Handle river activate/disable events
• Handle channel activate/deactivate events.

Also removed the river expiry application. This funciton will be handled by a cron on web-internal-01 will call the expiry url on the web app.

Updated the channel update handler to handle channel/river enable/disable in the same if block.
