Flag report as inappropriate/inaccurate from the info bubble #358

Add the ability to flag a report as inappropriate or inaccurate from the info bubble. This is especially important for embedded maps.

Based on Google Crisis Response feedback: "No easy way to report a problem on an info bubble. A way for users to quickly flag an item as inappropriate or wrong to the admin."

We need to think about other use cases when implementing this. Not all deployments deal with information that would make sense to be flagged that way. In addition, verifying information could also seem awkward for some deployments (ie: deployments soliciting feedback / opinions about an event from people). Maybe that's just something to keep in mind and not necessarily something that makes this a non-worthwhile task.

We currently display verified/unverified status on reports.. so I think it make sense to include something like this as a default. But I agree it would be good to make this sort of thing optional.. there are many deployments that don't really use verification.
