Treat RSS descriptions as CDATA rather than encoding them as HTML entities. #362

Should be easier to consume by external clients.

I've changed this behavior to only deliver plain text (stripping tags) in the description element and instead added a content:encoded for the CDATA. Nerd consensus is that this is the right way to handle it, standards-wise, so we'll roll with that.
