Create awareness about the CLI Migration tool/services in DotCom #3802

Overview

We are working on a v2-v3 migration tool. Initially we will do a CLI to evaluate usage and needs, we would like to be able to collect emails/info on deployers who are interested in the service to reach out to them. To generate awareness of the form where people can sign up and the service, we may consider a sticky top bar announcing this changes (or maybe it's some other solution, this is on Eriol's design magic to solve)

@Angamanga for awareness of the connecting issue re. v2-v3 design+FE.

Part of this work is (hopefully!) a 'Sticky' banner across all v2 hosted deployments that directs to the dotcom page to register their interest in migrating.
