Once we have many customer we may need to automatically add more numbers to our sending pool
We can use nexmo/twilio APIs to automatically buy new numbers when throughput gets too low

Depends on #606

@jasonmule is looking at the number rotation spec (#606), he might have some insights. We need to do some research: which countries have virtual numbers? what are the rate limits? are there any differences in how twilio handles this vs nexmo?

@caharding what are the top targets for next countries to support? we should probably focus on those first.

Robbie, I believe we should focus on integrations with gateways and pick countries from there, yeah? The list of desired countries is honestly random. I suggest we launch where it is feasible.

Ideally, we're going to need to build some sort of monitoring system so we know when we need to buy more. Could you spec out a simple system that either A) let's us know when we've reached X throughput in a country or B) auto-buys more numbers when we've reached X throughput?
