Defect on offer service page #48

The checkbox for Service Everyone does not appear on offer service page 
although it exists on request page.

Dont forget to add it!

It's not a bug, it's a feature!

Service offers are decided to contain non-general work specifications. So 
offering a "service everyone" isn't good to be presented.

Changing status to accepted right now, I will change it to closed after the 
meeting.
