Purpose of code changes on this branch: Adding time-picking feature to service 
offer system enables to clarify the available time slots for service owners. 
New css file for "twitter bootstrap timepicker" was added and timepicker 
objects were added for all days (monday to sunday).   

When reviewing my code changes, please focus on: Design of timepicker objects 
and their appearance on service offer page. Usability and user friendliness of 
time picking system. Integration with system.
