You're disabling nether in the config.yml, so you're using a regular nether world I assume?
There are some issues with the nether islands, where the portal blocks (inside of the nether portal) can't be pasted when generating the island. The nether portal won't be disabled automatically, resulting in players teleporting to the wrong nether island of nearby players. But that can't be the case here if you're using a regular nether world.
I am indeed using a regular Nether world. I've also posted a similar ticket to the MVNP repository to see if they may know.
Any other info I can provide that may help?

Issue: All overworld portals link to one Nether portal. All Nether portals link to one overworld portal, often on the island that was first created. If no portal exists yet in the overworld there, the user receives a WorldGuard error: "The portal's destination is in a protected area."
I don't have enough info yet to be sure if this is an issue with Multiverse-NetherPortals or uSkyBlock, but I'm hoping to find out more here.
