Allow the user to enter POI details before GPS fix #247

At http://wikivoyage.org we use OSM Tracker to add restaurants/hotels/bars.

Having to wait for the GPS fix to start entering POI details is a major 
inconvenience:
The best time to enter details is when I am in the restaurant, but usually 
within the restaurant there is no GPS visibility.

It would be great if I could choose the amenity type, enter details, take menu 
pictures, BEFORE a GPS fix is available (GPS will fix when I get out of the 
restaurant)
