Suggestion: Set default visibility when uploading to OSM #263

I would like all my tracks uploaded to OSM with the "Public" visibility. I 
suggest adding a setting to set the default visibility of uploaded tracks.

Actually, this should be highly prioritized, see the following issue and the 
referenced discussions.

In short, the iD editor does not detect permission changes once the tracks have 
been uploaded. Thus, tracks uploaded with osmtracker will NEVER show up in the 
iD editor (since they're uploaded as private).

Please disregard this issue, I just noticed the option is actually present on 
the upload screen. I have somehow overlooked it this whole time.
