Public contributions tracking issue

This is a tracking issue for all issues related to public contributions, including new types (translations, comments) as well as design issues related to the contributions workspace. All public contributions-related issues will be listed here so they can be tracked. Discuss general public contributions ideas below, or branch off into other issues. Don't forget to list an issue report below when you create any new public contributions issues.

• Subtitling of Video and Audio Files (& Amara) (#80)
• Allow users to save transcription drafts (#75)
