Improve tag display in content details #31

In R1, we had a lot of back and forth over the display of tags in the content details pages. What we ended up with leaves much to be desired. The main issues are that there is a lot of whitespace between each line and that there is only one tag per line. Ideally, we should tighten the line spacing and have tags that simply wrap (without line breaks). We may need to look at how other sites do tag clouds, since in the first round when ST tried to do this, it looked poorly aligned.

I would also do away with most of that small instructional text (4 lines!).

The 4 lines of instructions really bother me. Maybe this direction belongs in the "Need Help?" file rather than on the page. I feel like since it's so easy now to delete your own tags, the user can easily figure out what's going to work and experiment with quotes as needed.
