URL normalization #47

We need to work with IQS to ensure that the persistent URLs requirement is rewritten so that they are normalized to our liking. See https://searchtechnologies.atlassian.net/browse/NARAOPA-158

What we mean by this is that parameters which were not used or which have only default values should not appear in the URL when you perform a search. Only parameters which have value should display in the URL.

We need to ensure that this works without breaking browser back functionality or "Return to search results".

This issue is now represented by requirement 1.17.12 in R1P2 Increment 1.
