Force existing @nara.gov accounts to enter full name #76

There are a small number of @nara.gov accounts from the Pilot era which do not have their full name entered, and have been grandfathered in. These accounts should be forced to enter a full name when they next log in (and probably given an email prompting them to do so).

Recommended account administrators handle this manually.
