From the front end UI, users can export all of those on the page or 500 records (or if logged in 2000 records). Power users can do more. From the front end UI users should be able to select or chose how many records they'd like. Maybe they only want 500, but they are logged in. Maybe they want 1,000. Either more options or even a way for users to enter in the # of records they'd like - with the limits for their account stated in the UI.
