Blank State and Tribal Nation detail pages

When I went to test the mini map (#99) I started at the Tribal Nations landing page.

I went to the Hopi Tribe page.
From here I clicked on Arizona on the map and it correctly navigated to the AZ page.
I clicked back and did the same thing with Utah and Colorado; all of those work as expected.
But then I tried to click to New Mexico, and it just renders a blank white page.
I tried refreshing and a page flashes for a second but then it goes white again.
I clicked back and the URL updated to the Hopi Tribe page, but it also rendered white. I refreshed and the Hopi Tribe page loaded successfully.
I repeated this a few times and the same thing happened every time I try to go to the New Mexico page from here.

Internal note: This may be resolved once data issues are resolved

@matbrady I just tested this again to see if the update @danielboggs made for the Tribal Nation data issue resolve it, but it didn't. I'm still being directed to a blank page. Looks like NARA had the same issue #181
