State-based searches dump you back to the map if no results are found

  1. visit https://bia.test.drupalme.net/research/native-americans/bia/photos/states
  2. Click on North Dakota
  3. Filter Topics by Bureau of Indian Affairs Personnel
  4. Filter nation by Spirit Lake Tribe, North Dakota

Results: You are returned to the state map at https://bia.test.drupalme.net/research/native-americans/bia/photos/states

Expected: To get some sort of No matches found for the current search criteria messaging.
