Sticky Content Recommendations takes up lots of space #183

The sticky Content Recommendations element takes up lots of space on mobile and kind of interferes with content entry -- should we remove it's stickiness?

@lfrancis @lizzycederberg this blue element should be 40px tall on mobile and extend across the whole viewport. less distracting that way
